Dotnetnuke child portal will not accept any changes and I cant login. Whats wrong?

I have dotnetnuke installed and want to set up another portal to add another site to the application but after creating the child portal I cant log in to it, cant change the skin or any of the modules. What did I do wrong? Are there some permissions I didnt address somewhere?
