Starting A Website Using Pligg?

Im getting ready to start a site using Pligg. What do I need to start it. I know I need the domain name, hosting…Im planning on using GoDaddy. Is there a better place I dont need a expenisve hosting to start off with just a decent one. And than downloading it onto the hosting. How easy is it too download? Do I have to do much customizing? Should I start posting content like links on the site to help draw in traffic? And advice? Thank you
